This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

  2. Prior to any building works being first commenced, samples of the natural stone walling and height of proposed wall shall be submitted to and approved in writing by the Local Planning Authority. The stone thus approved shall be laid in coursing to match that of the existing walls. All pointing shall be in lime putty bagged flush with the face of the stone. All works shall be carried out in accordance with the approved details.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy ENV13 of the adopted Wychavon District Local Plan (June 2006).

  3. Prior to any building works being first commenced, a precise specification of the proposed stone slates to be used, a sample of at least four slates to provide a representative range of the colour and texture of the slate, together with any ridge details and details of methods of lead flashings, shall be submitted to and approved in writing by the Local Planning Authority. All works shall be carried out in accordance with the approved details.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy ENV13 of the adopted Wychavon District Local Plan (June 2006).

  4. Prior to any building works being first commenced, detailed drawings of the proposed windows and glazed threshing openings and other openings showing design, sections through glazing bars and/or mullions, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority. All works shall be carried out in accordance with the approved details.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy ENV13 of the adopted Wychavon District Local Plan (June 2006).

  5. Prior to any building works being first commenced, detailed drawings of the proposed door(s) showing design, sections, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority. Existing threshing doors and other doors should be retained in situ wherever possible and in the event that any such doors are proposed to be removed or replaced, full details of the existing door(s), including their condition and historic significance, shall be submitted to the Local Planning Authority, along with details of the proposed replacement doors as above. No doors shall be removed or replaced until the written approval of the Local Planning Authority is given to do so. All works shall be carried out in accordance with the approved details.

  6. All new or replacement rainwater foods shall be in black painted cast iron.

  7. Prior to any building works being first commenced, a precise specification of the proposed plaster mix, surface finish and method of fixing to the wall shall be submitted to and approved in writing by the Local Planning Authority. All works shall be carried out in accordance with the approved details.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy ENV13 of the adopted Wychavon District Local Plan (June 2006).

  8. Surface water run-off from the proposed development shall be disposed of as described in the submitted Water Management Statement unless otherwise agreed in writing by the Local Planning Authority.

    Reason - To ensure that surface water run-off is dealt with in an appropriate and sustainable manner.

  9. The development hereby permitted shall not be brought into use until the vehicular access and entrance, turning area and parking facilities shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.

    Reason - In the interests of vehicle and pedestrian safety.

  10. Development shall not begin until parking for site operatives and visitors have been provided in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking on the public right of way in the interests of vehicle and pedestrian safety.

  11. Prior to the first occupation of any unit hereby approved secure and dry parking for 6 cycles shall be provided within the curtilage of the application site and these facilities shall thereafter be retained for the parking of cycles only.

    Reason - To comply with the Council's parking policy.

  12. The development hereby authorised shall not be brought into use until a Staff Travel Plan (in accordance with the County Council's Travel Plan Guidelines for Developers) has been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority.

    Reason - To encourage a sustainable means of transport.

  13. A) No development shall take place until a programme of Historic Building Recording and Interpretation, including a Written Scheme of Investigation has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and: 1. The programme and methodology of site investigation and recording. 2. The programme for post-investigation assessment. 3. Provision to be made for analysis of the site investigation and recording. 4. Provision to be made for publication and dissemination of the analysis and records of the site investigation 5. Provision to be made for archive deposition of the analysis and records of the site investigation 6. Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. B) No demolition/development shall take place other than in accordance with the Written Scheme of Investigation approved under condition (A). C) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured. Reason - To preserve and record archaeological interest on the site.

  14. Prior to the development hereby permitted further emergence survey work shall be carried out during the appropriate time of year by a suitably qualified bat ecologist. The details of the survey and any recommended mitigation measures shall be submitted to and agreed in writing by the Local Plannning Authority prior to the commencement of any works approved by this planning permission. The mitigation package shall be based on the recommendations contained in the Protected Species Survey Report by Focus Ecology Ltd, dated 27 August 2010, sections 1.2 and 5.1 and drawing numbers 832.D01, 832.D02, 832.D05 and 832.D06 The approved mitigation measures shall thereafter be implemented in full unless otherwise agreed in writing by the Local Planning Authority. Reason - To ensure protected species are not harmed by the development.

  15. The permission shall relate to the originally submitted plans and to the amended plans, drawing numbers 832.B07 Rev A and 832.D04 Rev A, received 13 December, 2010.
