The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby approved shall not be occupied as workers accommodation during the months of November, December or January.
Reason - To define the permission hereby granted and to ensure that it does not grant permanent residential occupation on the site in the absence of any evidence that there is an essential need for such permanent accommodation in connection with its operation. This is in accordance with Policy SWDP19 of the South Worcestershire Development Plan.
Prior to the first use/occupation of the development hereby permitted, the details set out in the application submissions (Water Management Statement, application form and layout plans) shall be fully implemented and remain thereafter.
Reason - To ensure that an appropriate sustainable drainage system is provided to serve the development and to reduce the consumption of water in accordance with Policy SWDP29 of the South Worcestershire Development Plan.
Any static caravan positioned on the site shall meet the definition of a caravan as set out in section 29 of the Caravan Sites and Control of Development Act 1960 and section 13 of the Caravan Sites Act 1968. There shall be no more than fifteen static caravans on the application site at any one time. The development hereby approved shall only be used for the purposes of agriculture and when occupied shall only be used to accommodate seasonal agricultural workers during the growing season.
Reason - To define the permission and to ensure that the development is satisfactory in principle because the annual removal of the caravans for the three non used agricultural months would be unnecessary in this instance. This is in accordance with policy SWDP19 of the South Worcestershire Development Plan.
Within 12 months of the consent hereby granted, the archaeological post investigation assessment shall be completed in accordance with the programme set out within the previously agreed Worcestershire County Council Written Scheme of Investigation dated 26 April 2023 approved by the Wychavon Archaeology and Planning Advisor for WSM78644, and the provision made for analysis, publication and dissemination of the results and archive deposition secured.
Reason: In accordance with the requirements of the National Planning Policy Framework (as amended) and policies SWDP6 and SWDP24 of the South Worcestershire Development Plan.
Before the first use/occupation of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:- (i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. (ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. (iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. (iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. (v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting. All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner. The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan.
The use of land hereby permitted shall only take place when the land in the applicant's ownership (shown outlined in blue on Neil Healey Building Design Location Plan drawing number 1110 22 01) is being used for the purposes of agriculture and the caravans stored on the site have been used for the accommodation of seasonal agricultural workers during the previous growing season.
Reason - This proposal is only deemed acceptable on the grounds that (i) there is an associated agricultural enterprise, and ii) the annual removal of seasonal agricultural workers caravans generates hazardous traffic movements. The general storage of caravans on the site would not be deemed acceptable for traffic safety and visual amenity reasons. This is in accordance with Policies SWDP21 and SWDP25.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

In dealing with this application, the Council has worked with the applicant in the following ways:
- seeking further information following receipt of the application; and
- considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
The applicant's attention is drawn to the fact that the Highway Authority has not raised an objection to the proposal or requested an amended layout to include parking spaces for occupiers of the caravans hereby approved. This is on the basis of the claim that few if any occupiers are likely to have cars. However, if this is not the case, the applicant is requested to keep the main site access free from parked vehicles as far as possible to enable unrestricted access by emergency vehicles.
