The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

Reason: To define the permission.
No above ground works shall commence until details of all external materials associated with the scheme, including details of hardstanding and boundary treatments where required, have been first submitted to and approved by the Local Planning Authority. The development shall be carried out in complete accordance with the approval details.
Reason: To ensure that the materials are in keeping with the surrounding rural area in accordance with Policy SWDP21 and SWDP25 of the South Worcestershire Development Plan.
Prior to the first occupation/use of the development hereby approved, a landscaping scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of species, size at planting, means of protection and support and measures for post planting maintenance and replacement of losses.
The approved scheme shall be implemented as specified and in full no later than the end of the first planting season (November to February inclusive) following completion of the development. If within a period of five years from the date of planting, any tree or shrub, or any tree or shrub planted in replacement for it, dies or is otherwise lost or destroyed, another tree or shrub of a similar specification to the original shall be planted at the same place during the first available planting season.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area, to maintain the privacy of neighbouring occupiers in accordance with policies SWDP21, SWDP25 and SWDP36 and to provide ecological enhancements and biodiversity net gain in accordance with Policy SWDP22 of South Worcestershire Development Plan.
Prior to the first occupation/use of the development hereby approved, the design, implementation, maintenance and management of foul water drainage works shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out, and the drainage maintained/managed, in accordance with the approved details for the lifetime of the development.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment in accordance with policy SWDP30 and SWDP36 of the South Worcestershire Development Plan.
Prior to the erection of any external lighting on the site, a lighting plan shall be submitted to and approved in writing by the Local Planning Authority. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site.
Reason - To protect the rural character of the area and to protect the patterns and habits of protected species and their habitats within the site and the wider surroundings in accordance with policy SWDP22 of the South Worcestershire Development Plan.
The development hereby permitted shall not be sold off separately or otherwise severed from the existing horticultural enterprise that operates on this site, as outlined in red on the submitted site location plan.
Reason: To define the consent and avoid an over-intensive use of the site in the interests of visual amenity of the landscape, to protect the amenity of guests on the site and to protect the residential amenity of nearby occupiers, in accordance with policy SWDP2, SWDP12 and SWDP25 of the South Worcestershire Development Plan.
The accommodation hereby permitted shall be used solely for holiday use and not for permanent residential purposes. The owner/operator of the holiday accommodation shall maintain an up-to-date register of the occupiers of the holiday accommodation, and of their main home addresses, and shall make this information available at all reasonable times to the local planning authority.
Reason: To prevent the establishment of new unauthorised permanent dwelling units and without further consideration being given to issues of residential amenity, in accordance with Policies SWDP2 of the South Worcestershire Development Plan.
The holiday accommodation units hereby permitted shall be constructed and brought onto the site so as to accord with the legal definition of a caravan as set out in the Caravan Sites and Control of Development Act 1960 and amended by the Caravan Sites Act 1968.
Reason: To define the consent and avoid the establishment of permanent new residential units in the open countryside, in accordance with Policy SWDP2 and SWDP36 of the South Worcestershire Development Plan.
The holiday accommodation units hereby permitted shall be of the type and dimensions shown in the approved details. The development shall be maintained thereafter, and, notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order modifying, re-enacting or revoking that Order), no other cabin, caravan, tent, mobile home, structure or building shall be stationed or erected on the site other than those granted under this consent.
Reason: To define the consent and safeguard the visual amenity of the area in accordance with Policy SWDP2, SWDP12, SWDP25 and SWDP36 of the South Worcestershire Development Plan.
No more than 5No. holiday units shall be occupied on site at any one time, achieved through a combination of the occupancy of mobile units hereby approved and camping pitches or camping pitches only within the area outlined in red on the approved plans. The camping pitches shall be strictly made available for use for tenting only and shall not be used for the stationing of touring caravans, motor homes or camper vans.
Reason: To enable the development to establish as a new holiday enterprise, to prevent over intensification of the tourism use to the detriment of the operation of the existing horticultural business, in the interests of the visual amenity of the surrounding area, to protect the living conditions of neighbouring occupiers and to ensure that vehicles travelling to the site are appropriate for the character of the rural road network in accordance with Policy SWDP2, SWDP12, SWDP25 and SWDP36 of the South Worcestershire Development Plan.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
While acknowledged as being out of date it is advised by the Council's Landscape and Natural Heritage Officer that the basic precautionary measures and good practice advice set out within the submitted GCN Preliminary Report and Habitat Suitability Index (Nigel Hand Central Ecology, April 2015) is followed.
