The following conditions and information notes are associated with the approval


Prior to its/their installation as part of the barn conversion/reconstruction hereby approved, details of the following shall be submitted to and approved in writing by the Local Planning Authority:-

- samples of external bricks and tiles; and
- window and door sections at a scale of 1:10 ;

Reason - To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent high quality design in accordance with policies SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.


The development hereby approved shall be carried out in accordance with the bat mitigation and compensation measures as recommended within the amended Blenheim Architectural Services Ecology Statement received on 12 November 2020 and submitted in relation to planning consent 20/01549/FUL and Update Bat Survey dated November 2018 completed by Elizabeth Mckay and submitted in relation to planning consent 19/00564/FUL. The mitigation and compensation measures shall be retained and maintained thereafter.

Reason - To ensure that the proposal complies with the requirements of Policy SWDP22 of the South Worcestershire Development Plan.


The development hereby approved shall be landscaping and the landscaping managed in accordance with the details included on Blenheim plan MH-OP-20-06 (R5) received on 12 June 2023.

Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.


Reason - To (I) protect and enhance the visual amenities of the area, (II) provide biodiversity measures within the development; and (iii) ensure the satisfactory development of the site in accordance with Policies SWDP6, SWDP22, SWDP24 and SWDP25.


Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.


Reason - To ensure that an appropriate sustainable drainage system is provided to serve the development and to reduce the consumption of water. This is in accordance with the SPD on Water Management and Policy SWDP29 of the South Worcestershire Development Plan.


The shared driveway, access, turning and parking areas shown on Blenheim Architectural Services drawing numbers MH-OP-20-06 (R5) shall be retained and kept available for those uses at all times.

Reason - In the interests of pedestrian and vehicle safety in accordance with Policy SWDP21 of the South Worcestershire Development Plan.


The development shall be carried out in accordance with the Construction Environmental Management Plan approved in relation to planning consent 20/01549/FUL.

The garage hereby permitted shall be retained for ancillary private domestic storage purposes only in association with occupation of the dwelling hereby permitted, and shall not be converted into independent habitable accommodation or used for any separate commercial enterprise.

Reason - To protect the amenity of the locality in accordance with policy SWDP21 of the South Worcestershire Development Plan.


The Daikin Altherma Monobloc air source heat pump details received on 8 June 2023 shall be fitted in accordance with the submitted details and maintained in good working order thereafter.

Reason - To (i) ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policy SWDP27 of the South Worcestershire Development Plan, and (ii) preserve the amenities of the locality in accordance with Policy SWDP21 of the South Worcestershire Development Plan.

Positive and Proactive Statement.

In dealing with this application, the Council has worked with the applicant in the following ways:

- seeking further information following receipt of the application; and
- considering the imposition of conditions.

In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.


Should ground conditions prove unsuitable for the use of soakaways then the applicant will need to submit an alternative means of disposal for surface water from the development. Where possible sustainable drainage systems should be incorporated into the design and additional flow should not be discharged downstream so that flooding problems are not exacerbated or created. Further advice on this matter can be obtained from the District Council Drainage Engineering section, Wychavon District Council, The Civic Centre, Queen Elizabeth Drive, Pershore, WR10 1PT, Tel: 01386 565000.


Bats and their 'roost' sites are protected under the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats & Species Regulations 2010, the latter of which deems them a European Protected Species. It is a criminal offence to deliberately kill or injure a bat, to disturb or destroy a bat roost or to obstruct an entrance to a roost. Evidence of roosting bats has been found in association with the building on this application site and development can therefore only proceed under a derogation license from Natural England. No work shall commence on the Long Barn until a European Protected Species (EPS) license has been granted by Natural England. It is likely that this will need to be informed by updated bat surveys.


The applicants attention is drawn to the fact that Community Infrastructure Levy (CIL) has previously been paid on the detached property, Orchard House, the subject of this planning consent. No CIL has, however, been paid on the adjacent building, Long Barn, that also forms part of the application site. The CIL liability will depend on the building's eventual use.
