No building operations above floor slab level hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the unit hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- detailed specification of the new cladding to external walls, including colour and finish and roof materials.
The development shall be carried out using the materials as approved.
Reason - To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
The Development hereby approved shall not be brought into use until a Travel Plan using Modeshift STARS Businesshas been first submitted to and approved in writing by the Local Planning Authority. The Travel Plan must meet green level accreditation before occupation of the development is first commenced and bronze level accreditation within 12 months of occupation.
The development shall thereafter be implemented in accordance with the approved Plan
Reason: To reduce vehicle movements and promote sustainable access in accordance with Policies SWDP 4 and SWD{ 21 of the South Worcestershire Development Plan.
The Development hereby approved shall not be occupied until the Applicant has submitted to and had approval in writing from the Local Planning Authority a Travel Welcome Pack promoting sustainable forms of travel to and from the development. The pack shall be provided to each employee commencing employment within 12 months of the date of this decision at the point of their commencement of employment.
Reason: To reduce vehicle movements and promote sustainable access in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan.
Prior to the first use of the approved development a management plan detailing future maintenance responsibilities for SuDS assets and associated pipework shall be submitted to and approved in writing by the Local Planning Authority. The plan should include proposals for informing future occupiers of the arrangements for upholding maintenance plans. The approved management plan shall be implemented prior to the first use of the development and thereafter maintained.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28 and SWDP29 of the South Worcestershire Development Plan.
The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown
on drawing 021210-RPS-SI-XX-DR-A-0103 P01.
Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan.
All planting and seeding/turfing comprised in the submitted landscape scheme, detailed in DWG Nos, 021210-RPS-XX-EX-DR-L-0113 P02 landscape detail 01, 021210-RPS-XX-EX-DR-L-0114 P02 landscape detail 02, 021210-RPS-XX-EX-DR-L-0112 P02 landscape strategy, hereby approved, shall be carried out in the first planting season following the first use of the development. All planting shall be watered as necessary and competitive weed growth controlled to ensure successful establishment. Any trees or plants that die, or are removed; or become seriously damaged or diseased within a period of five years from the completion of the planting, shall be replaced in the next planting season with others of similar size and species. Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area and results in biodiversity enhancement in accordance with policies SWDP21, SWDP 22 and SWDP25 of South Worcestershire Development Plan 2016.
The Electric Vehicle charging points shall be installed prior to the first use of the development hereby permitted and shall comply with BS EN 62196 Mode 3 or 4 charging and BS EN 61851 and the Worcestershire County Council Streetscape Design Guide. The electric vehicle charging points shall be retained for the lifetime of the development unless they need to be replaced in which case the replacement charging points shall be of the same specification or a higher specification in terms of charging performance
Reason: Paragraphs 105 and 110 of the NPPF state; ’If setting local parking standards for residential and non-residential development, policies should take into account the need to ensure an adequate provision of spaces for charging plug-in and other ultra-low emission vehicles’ and ‘Applications for development should be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.’
Within one month of development hereby approved commencing a landscape and ecological management plan (LEMP) shall be submitted to and agreed in writing by the Local Planning Authority. The content of the LEMP shall include the following:
a. Description and evaluation of the features to be managed;
b. Ecological trends and constraints on site that might influence management;
c. Aims and objectives of management;
d. Appropriate management options for achieving aims and objectives;
e. Prescriptions for management actions;
f. Preparation of a work schedule, including an annual work plan capable of being rolled forward over a five-year period and for a minimum of 30 years thereafter;
g. Details of the body or organisation responsible for implementation of the plan;
h. On-going monitoring and remedial measures.
The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the LEMP are not being met, how contingencies and/or remedial action identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
The development shall be implemented in accordance with the approved LEMP.
Reason: To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site, and to ensure the proposal harmonises with the surroundings in accordance with policies SWDP21, SWDP22 and SWDP25 of the South Worcestershire Development Plan 2016.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in section 4 of the “Ecological Management and Enhancement Plan, Landscape and Ecological Mitigation Plan, Construction Environmental Management Plan” Report and Appendix B carried out by RPS, ref, ECO02890-PLot 300 dated May 2023 and submitted with this application, in particular the bat, bird and insect box locations as shown.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
No development shall take place (including demolition, ground works, vegetation clearance) until a plan showing the line of the protective fencing for the existing and retained hedgerow has been first submitted to and approved in writing by the Local Planning Authority. The approved protective fencing shall be adhered to and retained as approved throughout the construction period strictly in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority.
Reason: To safeguard existing hedgerows in accordance with policy SWDP22 of the South Worcestershire Development Plan.
Prior to installation, details of renewable and/or low carbon energy generation measures shall be submitted to and approved in writing by the Local Planning Authority. The measures shall contribute to at least 10% of the predicted energy requirements of the development. The details to be submitted shall include:- - the overall predicted energy requirements of the approved development; - the predicted energy generation from the proposed renewable/low carbon energy measures; and - an implementation timetable for the proposed measures. The development shall be carried out in accordance with the approved details. Reason - To ensure the development supports the delivery of low carbon/renewable energy and safeguards natural resources in accordance with policy SWDP27 of the South Worcestershire Development Plan.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice; seeking further information following receipt of the application; and considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
