Reason: To define the permission.


The enhancements set out in the Swift Ecology Ecological Enhancement Letter dated 19/2/20 approved under planing permission 20/00411/FUL shall remain and be retained on site.

Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.


Any caravan or motorhome positioned on the site shall meet the definition of a caravan as set out in section 29 of the Caravan Sites and Control of Development Act 1960 and section 13 of the Caravan sites Act 1968.

Reason: To ensure that the proposal is in accordance with polices SWDP25 and SWDP36 of the South Worcestershire Development Plan.


Tents, caravans, motorhomes, vintage caravans, shepherds huts, bell tents or glamping pods shall only be positioned on the application site on the numbered plots (numbered 1 to 30) as shown on the D1 Version 2.0 Soft and Hard Landscaping Details Plan including pitch designations dated April 12, 2023 and no where else on the site.

Plots 15 to 21 (inclusive) as shown on the approved plans shall only be used for the pitching of tents and shall not be used for the siting of caravans or motorhomes, shepherd huts, or log pods.

Plots numbered 11, 12, 13, and 14 as shown on the approved plans shall only be used for the siting of one vintage caravan, one bell tent and two log pods.

Plots numbered 1 to 10 (inclusive), 22 to 25 (inclusive) and 27 to 30 (inclusive) shall only be used to position caravans, motorhomes, campervans and tents.

Plot numbered 26 shall only be used to position a caravan, motorhome, campervan, tent or siting of one shepherds hut.

Reason: To define the permission and in the interests of the visual amenities of the locality in accordance with policy SWDP25 (Landscape Character) of the adopted SWDP.


The development hereby approved shall be restricted to short-term holiday purposes only. No pitch on the site shall be occupied at any time as permanent residential accommodation.

Reason: To prevent the permanent residential occupation of the site which would be contrary to policy SWDP2, where new residential development is unacceptable in principle and to define the permission under policy SWDP36 of the South Worcestershire Development Plan.


The details set out in the submitted Water Management Statement submitted with the 20/00411/FUL consent shall remain hereafter.

Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.


All planting and seeding/turfing comprised in the approved landscape scheme plan, shall be watered as necessary and competitive weed growth controlled to ensure successful establishment.

Any trees or plants that die, or  are removed; or become seriously damaged or diseased within a period of five years from the completion of the planting, shall be replaced in the next planting season with others of similar size and species.

Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan 2016.


The Development hereby approved shall continue to operate using the, parking and turning facilities as shown on the design visual Architecture drawing no. 574 – 02 Rev C titled ‘Proposed Site Plans’ but showing the verge separation (excluding the hedge) between caravan site access and existing track removed.

REASON: To ensure conformity with submitted details and to provide increased road safety associated with the site access layout.


The first 5 metres of the access into the development, measured from the edge of the carriageway, shall remain surfaced in a bound material.

REASON: In the interests of highway safety.


The provided visibility splays from a point 0.6m above carriageway level at the centre of the access to the application site and 2.4 metres back from the near side edge of the adjoining carriageway, (measured perpendicularly), for a distance of 150 metres in each direction measured along the nearside edge of the adjoining carriageway and offset a distance of 0.6m from the edge of the carriageway shall be retained. Nothing shall be planted, erected and/or allowed to grow on the triangular area of land so formed which would obstruct the visibility described above.

REASON: In the interests of highway safety.


Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.


Alteration of highway to provide new or amended vehicle crossover
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email [email protected]. The applicant is solely responsible for all costs associated with construction of the access.
