The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – . Proposed Elevations ; Proposed Floor Plans ; Location Plan ; Proposed Block Plan.
Reason: To define the permission.
Prior to the commencement of the development hereby permitted a Construction Environmental Management Plan shall be submitted to and approved in writing by the Local Planning Authority (in consultation with the Highway Authority for the A46
Trunk Road).
The plan shall include as a minimum:
• A Construction Traffic Management Plan (CTMP) including construction
phasing
• HGV routing plans
• Construction traffic arrival and departure times
• Construction parking and delivery arrangements
• Clear and detailed measures to prevent debris, mud and detritus being
distributed onto the SRN
Thereafter all construction activity in respect of the development shall be undertaken
in full accordance with such approved details unless otherwise approved in writing by
the Local Planning Authority in consultation with the Highways Authority.
REASON:
To mitigate any adverse impact from the development on the A46 Trunk Road in accordance with DfT Circular 01/202
No building hereby permitted shall be occupied until details of the implementation, maintenance and management of the sustainable drainage/surface water drainage scheme as shown on the approved plans/documents have been submitted to and approved in writing by the local planning authority.
No surface water shall be permitted to run off from the development hereby permitted on to the Strategic Road
Network or into any drainage system connected to the Strategic Road Network. No drainage connections from any part of development hereby permitted may be made to any Strategic Road Network drainage systems.
Details shall include: - a implementation timetable; and - a management and maintenance plan for the lifetime of the development which shall include the arrangements for adoption by any public body or statutory undertaker, or any other arrangements to secure the operation of the drainage scheme throughout its lifetime. The drainage scheme shall be implemented and thereafter managed and maintained in accordance with the approved details. Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28 and SWDP29 of the South Worcestershire Development Plan.
Prior to the first occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
