The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Planning Statement (Oct 2024) in relation to surface water drainage (Para 22) shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
Prior to their installation, details of any external lighting shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
Prior to the first use of the development hereby permitted details of the long-term maintenance, management and monitoring of the Biodiversity Net Gain provision detailed within the Preliminary Ecological Appraisal & Biodiversity Net Gain Assessment (Sharpe Ecology) (Jan 2025) shall be submitted to and approved in writing by the Local Planning Authority. The submitted details shall cover a thirty-year period.
Reason: To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and the wider in accordance with policy SWDP22 of the South Worcestershire Development Plan 2016.
The development hereby permitted shall be carried out in strict accordance with the following recommendations contained within:
- Preliminary Ecological Appraisal & Biodiversity Net Gain Assessment (Sharpe Ecology) (Jan 2025)
The Biodiversity Net Gain (BNG) listed in the document above shall be completed prior to the first use of the development.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and provides at least 10% biodiversity net gain at the site.
The development hereby permitted shall only be used for, and in connection with, the keeping and training of horses related to the occupiers of Millbrook farm. At no time shall any part of the development be used for commercial training, riding or instruction of horses or for any other commercial activity.
Reason - To preserve the amenities of the locality in accordance with Policy SWDP21 of the South Worcestershire Development Plan.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
