Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

Reason: To define the permission in accordance with Policies SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.


Within three months of the date of this planning permission full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details and shall be retained thereafter.

Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.


Within 3 months of the date of this planning permission the access shall be surfaced in a bound material for a minimum of 5.0m when measured from the edge of the carriageway, the details of which shall have been submitted to and approved by the Local Planning Authority prior to its construction.

Reason: In the interests of highway safety in accordance with Policy SWDP4 and SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.


Within 3 months of the date of this planning permission and notwithstanding any details on the plans hereby approved, a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:- (i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. (ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. (iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. (iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. (v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting. All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first use of the development, whichever is the sooner. The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason – (i) To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan, and (ii) to ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.


Within 3 months of the date of this planning permission and notwithstanding the lighting columns installed on site, details of any external lighting to be provided in association with the development shall be submitted to the Local Planning Authority. The details shall include times when the external lighting will not be switched on and the extent of light source spill, along with the light source output in lumens having regard to the Guidance Note 01/21 “The reduction of obtrusive light,” by the Institute of Lighting Professionals. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification), there shall be no other external lighting provided on the application site.

Reason – (i) To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework, and (ii) to ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.


Within 3 months of the date of this planning permission, details of three bat roosting features and three bird nesting boxes shall be submitted to and approved in writing by the Local Planning Authority.  The details to be submitted shall include an implementation timetable. The features shall be provided in accordance with the approved details and in accordance with the approved timetable. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.


Within 3 months of the date of this planning permission, a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority The boundary treatment shall be completed in accordance with a timetable agreed in writing by the local planning authority. Development shall be carried out in accordance with the approved details and thereafter be maintained as approved..

Reason - To protect the amenities of properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.


The site shall not be occupied by any persons other than gypsies and travellers as defined in Annex 1: Glossary of Planning Policy for Traveller Sites (or its equivalent in replacement national policy).

Reason – The development is to meet the specific accommodation needs of gypsies and travellers in accordance with Policy SWDP17 of the South Worcestershire Development Plan. Unrestricted residential caravan development in this location would not represent sustainable development and be contrary to the development location strategy set out in policy SWDP2 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.


No more than 10 caravans, as defined in the Caravan Sites and Control of Development Act 1960 and the Caravan Sites Act 1968 as amended (of which no more than five shall be a static caravan) shall be stationed on the site at any time.

Reason - To (i) define the consent hereby granted, and (ii) preserve the amenities of the locality in accordance with Policy SWDP25 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.


The site shall not be used for any trade or business purpose other than as a home base for light vehicles (i.e. not exceeding 3.5 tonnes) used by the occupants of the site for the purposes of making their livelihood off site. In particular, no materials associated with such activities shall be stored in the open on the site

Reason - The site is primarily a residential caravan site and not considered to be suitable for commercial activities. This is to preserve the amenities of the locality and in the interests of sustainable development, in accordance with Policy SWDP1, SWDP2, SWDP4, SWDP12, and SWDP21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.


The development hereby approved shall be implemented in accordance with the access, turning area and parking facilities shown on drawing No. 2024-PPP033v1 -Block. These areas shall thereafter be retained and kept available for their respective approved uses at all times.

Reason: In the interests of highway safety and adequate parking provision in accordance with Policy SWDP4 and SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
