The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
No part of the development shall be commenced, including any site clearance, until a
Biodiversity Gain Plan (BGP) has been submitted to the planning authority and until
such time that this plan has been approved by the Local Planning Authority. The plan
shall be based on baseline assessments and habitat enhancements measured
through the latest Defra metric and shall thereafter be implemented in full as
approved.
Reason: To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP22 of the South Worcestershire Development Plan.
In the event that contamination is found at any time when carrying out the approved development
that was not previously identified it must be reported immediately to the Local Planning Authority.
The applicant is advised to immediately seek the advice of an independent geo-environmental
consultant experienced in contaminated land risk assessment, including intrusive investigations
and remediation.
No further works should be undertaken in the areas of suspected contamination, other than that
work required to be carried out as part of an approved remediation scheme, unless otherwise
agreed by the Local Planning Authority, until requirements 1 to 4 below have been complied with:
1. Detailed site investigation and risk assessment must be undertaken by competent
persons in accordance with the Environment Agency's 'Land Contamination: Risk Management'
guidance and a written report of the findings produced. The risk assessment must be designed
to assess the nature and extent of suspected contamination and approved by the Local Planning
Authority prior to any further development taking place.
2. Where identified as necessary, a detailed remediation scheme to bring the site to a
condition suitable for the intended use by removing unacceptable risks to identified receptors
must be prepared and is subject to the approval of the Local Planning Authority in advance of
undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated
Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land
after remediation.
3. The approved remediation scheme must be carried out in accordance with its terms
prior to the re-commencement of any site works in the areas of suspected contamination, other
than that work required to carry out remediation, unless otherwise agreed in writing by the Local
Planning Authority.
4. Following completion of measures identified in the approved remediation scheme a
verification report that demonstrates the effectiveness of the remediation carried out must be
produced and is subject to the approval of the Local Planning Authority prior to the occupation of
any buildings on site.
Reason: To ensure that the risks from land contamination to the future users of the land and neighbouring
land are minimised, together with those to controlled waters, property, and ecosystems, and to
ensure that the development can be carried out safely without unacceptable risks to workers
neighbours and other offsite receptors.
Prior to installation of the log cabins hereby permitted, details of the materials, colour and finish to be used in the external surfaces of the log cabins and bin store shall be submitted to and approved in writing by the local planning authority. The development shall be implemented in accordance with the approved details and will be retained thereafter.
Reason - To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
Before the first use of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:- (i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. (ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. (iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. (iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. (v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting. All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first use of the development, whichever is the sooner. The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan.
Before the development hereby permitted is first used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site. Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP1, SWDP21 and SWDP25 of South Worcestershire Development Plan and to ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
The development hereby permitted shall not be first used until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter. Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan.
Any log cabin stationed on the land as allowed by this permission shall only be occupied for holiday purposes only. No unit shall be occupied as a person's sole or main place of residence.
Reason: To define the permission and to accord with policy SWDP2 of the South
Worcestershire Development Plan. The provision of non-holiday accommodation on the site
would be contrary to the strategic provisions of the South Worcestershire Development Plan
2016.
There shall be no more than nine log cabins positioned on the site at any one time. Any unit
positioned on the site shall meet the definition of a caravan as set out in section 29 of the
Caravan Sites and Control of Development Act 1960 and section 13 of the Caravan Sites Act
1968.
Reason - To define the permission hereby granted and to ensure the appearance of the site
is satisfactory and causes no harm to the visual amenities of the area in line with policy
SWDP25 and SWDP36 of the South Worcestershire Development Plan 2016.
The owners/operators of the visitor accommodation hereby approved shall maintain an up-to-date register of the names of all owners/occupiers of the unit/accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: The proposed visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP35 of the South Worcestershire Development Plan.
