The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Roost Assessment report carried out by Arbtech dated 29th October 2024 and submitted with this application. In particular:
- The removal of the plant should be done quickly with minimal noise and lighting and with no contact made to the bat loft by machinery. The works should be undertaken in the shoulder season (October-November or March-April) to minimise the risk to any bats that may roost or hibernate within the building from after the survey has been conducted but before the works take place.
- In the unlikely event that a bat or evidence of bats is discovered during the development all work must stop and a bat licensed ecologist contacted for further advice.
- The client has been advised that efforts should be made to contact the named ecologist and provide an updated assessment of the use of the bat loft by bats. It is recommended that removing the metal access grate and installing a loft hatch over the winter period will provide clearer access for bats and could increase uptake.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
Prior to its / their installation as part of the development hereby approved, the following details shall be submitted to and approved in writing by the authority:
- A detailed specification of the proposed solar panels to be installed, including details of the dimensions, number of panels to be installed, materials, colour and finish. In addition, the method of fixing to the roof, including the proposed angle, of the panels.
Reason: In order to ensure the proposed development integrates effectively with the exisitng building in terms of form and retains a high-quality design that does not adversely impact the visual characteristics of the surrounding landscape, in accordance with SWDP21, SWDP25 of the South Worcestershire Development Plan.
If the PV panels hereby permitted are no longer required for the purposes of energy production, they shall be dismantled and all materials removed from the site, including all fixtures, fittings, frame and any other associated infrastructure/development within 6 months from the date of cessation of the use.
Reason - To preserve the high-quality design of the building and characteristics of the surrounding area in accordance with Policies SWDP21 and SWDP25 of the South Worcestershire Development Plan (February 2016).
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
