The mobile unit hereby permitted shall be removed from the site, the use hereby approved shall cease and the land restored to its former condition (before the development commenced) on or before 20 September 2025. Reason: The mobile unit is only justified on a temporary basis until the economic viability of the associated enterprise is established in line with policy SWDP19 of the South Worcestershire Development Plan 2016. To avoid the long term establishment of a separate unit of residential accommodation in an isolated location without sufficient justification in accordance with policy SWDP2 of the South Worcestershire Development Plan 2016.
Within three months from the date of this permission, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:-
- seeking further information following receipt of the application;
- considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
The occupation of any mobile unit hereby permitted to be stationed on the site shall be limited to a person solely or mainly working, or last working (and not working elsewhere in the meantime), in the locality in agriculture (as defined in Section 336(1) of the Town and Country Planning Act, 1990) or in forestry (“the Agricultural Worker”), or a widow, widower or surviving civil partner of the Agricultural Worker, and to any dependants residing with the Agricultural Worker or his/her widow, widower or surviving civil partner. Reason: The proposed dwelling/mobile unit would be situated in the open countryside, outside any defined settlement boundary where new housing development will be strictly controlled. The proposed dwelling/mobile unit is justified as it serve the essential needs of an agricultural/forestry operation in line with policy SWDP19 of the South Worcestershire Development Plan. To grant permission without such a condition would be contrary to policies SWDP2 and SWDP19 of the South Worcestershire Development Plan .
