Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
(A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.
(B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 207 and 218 of the National Planning Policy Framework (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016.
Prior to its/their installation or to any repairs to the building being carried out as hereby approved, a precise specification of the proposed materials and methods of repair shall be submitted to and approved in writing by the local planning authority. This shall include:-
-samples of proposed roofing materials and a method statement to include the method of setting out in accordance with traditional Cotswold roofing techniques;
-samples of the colour specification for the proposed limewash and a detailed maintenance plan for future periodic re application of limewash;
-details of all areas of repair and strengthening of existing timber frame, including details for ongoing repair and maintenance of timber frame, including samples of all proposed materials and external joinery details with elevation drawings scale of 1:20 and vertical sections minimum scale of 1:2.
The works hereby permitted shall be carried out in accordance with the approved details and the works to repair the historic timber frame shall not be carried out until prior arrangement has been made by appointment for the works to be within the presence of Wychavon District Council Conservation Officer.
Reason: To protect, conserve and enhance the significance of heritage assets in accordance with policies SWDP 6 and SWDP24 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the bat report carried out by Sharpe Ecology dated September 2024 and submitted with this application. In particular:
Chapter 5 paragraph 5.2 Mitigation and Enhancements, sub paragraphs 5.2.1, 5.2.2, 5.2.3;
Chapter 5 paragraph 5.3 Ecological Evaluation and Mitigation for Nesting Birds, sub paragraph 5.3.1;
Chapter 5, paragraph 5.4 Mechanism for Ensuring Delivery and Conclusions sub paragraphs 5.4.1, 5.4.2, 5.4.3.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
The applicant shall be made aware that the installation of any scaffolding around the building to carry out the schedule of works and repairs hereby approved shall be free standing and not fixed to any part of the listed building or cause risk or further damage to the historic fabric of the building. If the scaffolding can only be installed to be fixed to the listed building itself, the applicant shall ensure that separate Listed Building Consent has been granted prior to installation of any scaffolding.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:-
- seeking further information following receipt of the application;
- seeking amendments to the proposed development following receipt of the application;
- considering the imposition of conditions and or the completion of a s.106 legal agreement.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
